Evaluation of the ADA-funded humanitarian project
Jugend Eine Welt is inviting qualified evaluators or evaluation teams to submit offers for the Final Evaluation of the ADA-funded humanitarian project “Humanitarian Relief Operations and Protection in Emergency for Vulnerable Households and IDPs in Tigray (HOPEfT)” in Ethiopia. The project is implemented together with the Salesians of Don Bosco Ethiopia (SDB), VIS and Mums for Mums (MfM) and focuses on integrated humanitarian assistance in the sectors of WASH, Food and Nutrition, Education in Emergencies, Protection and Mental Health and Psychosocial Support (MHPSS).
A particular focus of the evaluation lies on the project’s Listening Units providing psychosocial support and trauma counselling for conflict-affected populations and survivors of sexual and gender-based violence (SGBV). The evaluation will assess the OECD-DAC criteria of Relevance and Effectiveness, with a strong focus on MHPSS services and their interlinkages with other humanitarian interventions of the project.
The assignment includes field visits to the project locations Mekelle, Adigrat, Adwa and Shire in Tigray, Ethiopia, as well as interviews, focus group discussions, and document reviews.
The evaluation period is planned from July until December 2026. Interested evaluators or evaluation teams are invited to submit a technical and financial offer. The estimated budget for the assignment ranges between EUR 65,000 and EUR 69,000 (net).
